Poor relief in later years?
1572: Act established that local ratepayers should be required to pay a rate for the relief of their poor. Poor Law Act 1576: First act to attempt to create a national system of poor relief to be financed + administered locally (employment of poor)

Poor law act of 1601?
Parish = designated as the institution required to raise the rates for, and to administer, poor relief. Overseer appointed to relieve the impotent poor, settle the able bodied to work and apprentice poor children. This was overseen by JPs.

When was the 3rd (most signif) uprising in Ireland?
1595: Spain tried to exploit it for the Armada. Tyrone + his allies were in control of Ireland beyond the pale.

How did E respond to Tyrone?
Sent Essex as Lord Lieutenant in 1599, was sent with a large force. He disobeyed the Queen's orders and made a truce w/Tyrone+returned to court.

What happened after Essex returned to court?
Once the truce expired, Tyrone camped near Kinsale awaiting Spanish troops to land.

After awaiting the arrival of Spanish troops, what happened?
England made progress under the new Lord Lieutenant Mountjoy, triumphed on Christmas Eve 1601 and Tyrone retreated to Ulster.

Having retreated, what did Tyrone do next?
Negotiated peace w/Mountjoy in 1603 (didn't know E had died) and Mountjoy offered generous terms in order to return to attend to new King James I.

Conclusion of events in Ireland?
James returned to the policy of entrusting rule in Ireland to local nobility i.e. Tyrone. Much of Ireland=destroyed by the conflict+the crown had expended huge sums of money+left bitterness among the native population

Relations with Wales?
Border=rarely an issue, cultural+language differences remained, much of Wales=poor. Disproportionate no. of Welsh in the Essex Rebellion suggests a signif level of discontent w/political situation at the end of E's reign, but Welsh gentry prospered

When was the Northern Rebellion? What caused it?
1569: Lead by northern nobility, religion but also as they felt they had been dishonoured bc they'd been displaced from their tradit. aristocratic role of controlling Northern gov. Proposed Duke of Norfolk marry Mary QofS to restore her to ScotThrone

What happened at the Northern rebellion?
Marched on Durham, seized the city and heard mass at the Cathedral, marched on York then instead of marching South, returned to Durham.

What happened when the rebels returned to Durham?
Got news that Crown forces were on their way so the earls disbanded their forces and fled to Scotland, Northumberland's cousin attempted to restart the rebellion a month later in Cumberland but was heavily defeated.

Why did the rebellion fail?
Disorganisation, lack of clarity of rebels' objectives. Poor leadership. Lack of foreign support. Decisive action by authorities. Geographically limited outside Durham + North Yorkshire.

How did E respond to rebellion?
Cecil = studied map of Durham but showed lack of comprehension of differences between N and S + difficulty raising forces. E ordered mass execution of rebels (ruthless).

Outcome of northern rebellion?
Council of the North was reconstituted in 1572 and was under control of Earl of Huntingdon (owed his influence to the Queen - loyal), had strong Puritan beliefs.
