• Divided the country into 11 districts - each under control of a Major General - each M.G will have it's on militia to impose order 
• M.G's have 2 important roles
  • Ensure security of the regime
  • Promote 'Godly reformation through moral reform 
• Finance it through the Decimation tax - 10% of Royalists estates
