Political condition of England by 1603?
Despite the Essex Rebellion, a broad political unity had been achieved by 1603. All English people, other than a small minority of militant Catholics, were loyal to the crown. On the other hand, the Queen seemed out of touch w/younger generations.

Queen's ladies=disrespected her, E had lost authority over them. Younger generations = looked forward to a new male king on the throne.
