  - Private sector should be involved in delivering services because in a free markets competition is the likely outcome and this leads to efficiency so is ultimately more cost effective than bureaucratic government agencies
- A strong belief in public/ private partnerships to improve competition and obtain a better value for money
- A strong belief that there should be a mixed economy of welfare provision (state, voluntary, private and informal) with the state providing services where private companies could not profit or where charities cannot undertake the risk
