- Idea is that decisions about moral issues are based on what is good for the greatest number of people
- Began from the social confusion caused by the industrial revolution and the enlightenment
- Based on the concept of utility- menaing usefullness and therefore is an ethical theory regarding doing the most useful thing- providng happiness and avoiding pain.
