The monarchy should not collect taxes during peacetime to support the royal household- he was expected to NOT take money if he didnt really need it (the political nation did not want to pay for his lavish life style)

These were new laws declared by the monarchy without consent of parliament. They could not override 'common law' -> the laws of England that had been in place for centuries.
