How significant were debates about poverty and the movement for national efficiency in changing social policy in 1905-14?

Debates about poverty brought awareness of its problems which acted as a spur to government measures. As well as humanitarian considerations there were concers that social weaknesses would endanger Britain's national security. If British people were to weak to serve in the armed forces or work in British industry, Britain would decline and be under threat from more efficient countries such as Germany.
