Lenin's dilemma
Lenin wanted to encourage other countries to have communist revolutions, but they needed to maintain good relations with other countries in order for the government to survive. He must maintain peaceful coexistence with other countries until they were ready for revolution, but also had to ensure those countries did not unite against them.

Comintern
Set up in 1919 to promote world revolution by funding communist propaganda abroad and encouraging communist groups abroad. They spend a lot of money: in 1921, Comintern spent 62 million marks
