Charles' Personal Rule, 1629-1640

Dominant figures in his Privy council were William Laud, William Juxton and Sir Richard Weston.

The Court of Star Chamber and The Court og High Commission was run by these, so no one got away with going against Charly boy.

By 1629, Charles had a debt of £2 million, he sought to increase his income through his royal prerogative:

  • Custom duties: Charles continued to collect tonnage and poundage in the years 1631 to 1635 and brought in £270,000. In 1635 The Book of Rates was updated and now brought in £425,000 per year.
  • Wardship: Income from wardship increased by a third, he got £75,000 a year.
  • Monopolies: Popish soap, a loophole in the Monopoly Act brought in £33,000.
  • Recusancy fines:in 1636, Charles earnt £26,866 for fines.
  • Distraint of Knighthood : Anyone holding land with an income of more thzn £40 and
