in conclusion both cycles are aimed at disaster management - reducing the potential losses from hazards and assuring prompt and appropriate assistance to victims of disaster to achieve effective recovery. However the hazard management cycle is a generic  management strategy for governing bodies to develop their strategies from and the Park model 1991 is a graph from which governments can see the effectiveness of their strategies and how multiple hazard strategies must be used at different stages.
