        • Responsibility for services is looked after by Local Authority social service departments

      • To ensure delivery and cost effectiveness of the health and care services, organisations responsible for the services need to work together.
        • Community care = District Health Authority + social services department + Family Health Services Authority.

            • Publication of a yearly plan is required by the law

      • Funded mainly by receipts from taxation and national insurance contributions
      • Many services appear free but we all pay for them in an indirect way
      • Public services are funded by local and national taxes; income tax, VAT and National Insurance contributions
    • Benefits
      • An individual's health and care problems may be linked to his or her social and financial situation
      • Financial matters are dealt with by the Department of Social Security via the Benefits Agency
        • Except housing benefit, which is dealt with via the Local Authority
        • The DSS produce a number of leaflets which set out people's rights and entitlements
      • Benefits can be the same for everyone e.g. child benefit, or they may be means tested which is when an account is taken of any income or savings before a benefit is awarded.
      • Sometimes no benefit is awarded because the person is applying with too many savings
      • Reduced benefit may be given if the person applying have some savings or income.
      • Some benefits are only payable if the individual has paid contributons towards National Insurance
        • Sick pay, maternity pay, pensions and unemployme-nt benefits
