      • very good forecasting, tracking and monitoring enabled prediction of where the hurricane would make landfall
      • storm surge overwhelmed levees and barriers
      • Mayor of New Orleans ordered evacuation 80% successfully, but many people were unable to leave and some chose to stay at home
      • some areas experienced deep water where people had to escape to their roofs to avoid the water
      • the Superdome was designed as a shelter
