- definition: due to the differences in what some cultures define as crime and what others dont a crime may go unreported and or not recognised
- example: honour crimes , being gay, etc
- stats: 80% of FGM cases happen in Africa but only Over 200 FGM-cases investigated by the police nationally
- negative consequence: people are able to hide their crimes behind their cultural beliefs and customs
