Problem = Russia was the world's largest country, covering a quarter of the world's land surface. It had a large number of ethnic groups which Alexander had to try keep together.
Policy = The policy of Russification. Alexander III hoped insisting on the use of the Russian language would bring unity within the multi-racial empire. All official documents had to be in Russian and all other languages were forbidden in schools.

Problem = The legacy of Alexander II. His father had begun reforms which raised expectations of major changed within Russia.
Policy = To stop the spread of resentment of Alexander III press freedom was restricted with 14 major newspapers being banned between 1882 and 1889. Books and newspapers were also censored by the Okhrana.

Problem = Alexander faced pressures from his advisers to reform his empire to make it more western.
Policy = The manifesto of April 1881 declared absolute political power resided in the Tsar.

Problem = Opposition groups. 'People's Will' was formed in 1879 and between 1879 and 1880 four unsuccessful attempts of assassinating the Tsar underwent.
Policy = the Statute of State Security. This set up government-controlled courts to try govt. opponents. Opponents could be arrested and put on trial without a jury. Thousands were exiled to Siberia and some faced execution.

Problem = The Russian economy. Russia was the most economically underdeveloped Great Powers of Europe. It was backward and under productive mainly based on agriculture.
Policy = Alexander III introduced finance ministers. In 1882 Bunge introduced the Peasant Land Bank which offered loans top help them increase the size of their landholdings. In 1889 Vyshnegradsky offered incentives for peasants to migrate to Siberia
