Classical liberals believe in a free market where markets can work alone, without an intervening government. This is known as 'NEOLIBERALISM' . Modern liberals, however believe in government intervention based on the believe on keynesianism.

Benthan believes that we as humans, maximise pleasure and minimise pain. 'The greatest happiness for the greatest number' this can be used to establish which policies or insititution will benefit society at large.

Keynesian is the believe in more government spending which will lead to more employment. this theory applies to modern liberalism, 'economic managment'
