• ever since the 1815 Vienna Settlement, Poland had been divided between Russia, Prussia and Austria
• the majority of the 1848 revolutions were blamed on the Poles causing further anger
• because of this accusation, Bismarck labelled Poles as being troublemakers
• in 1863, however, the Poles revolted in Russia because the demanded independence from the Tsar
