Venice was gained through diplomacy and war
Prussia's chancellor, Bismarck, had a desire to control Germany so he wanted to gain as much support as he could before going to war with Austria
he met with Napoleon at Biarritz October 1865 and it was here that Napoleon promised to remain neutral in the up-and-coming war
in return for Napoleon's neutrality, Prussia agreed to hand Venice over to them
to make a 'no-lose' situation, Napoleon also met with Austria secretly and said he would be neutral with them as well in this war
Prussia managed to crush Austria after declaring war on them
