T1: Problems facing the Provisional Government

The day after its formation, the Provisional Government announced:

• An amnesty for all political and religious prisoners
• Freedom of speech and freedom of the press
• The right to strike and organise trade unions
• The outlawing of discrimination on social, religious or national grounds
• The abolition of the Okhrana (secret police)
• Immediate preparations for a Constituent Assembly
• All national and local elections would be by secret ballot and universal suffrage
• No soldiers from the Petrograd garrison would be sent to fight in WII
