REASON 1 - ECONOMIC PRESSURES:

  • Growth of wages

  • Bantustans are costly

  • GDP increasing

  • Cost of living increasing

  • DEBT

  • Government spending increasing

  • Inflation increasing

REASON 2 - DIVIDED PARTIES (NO UNITY):

  • 100,000 shortfalls

  • white/skilled/educated

  • Lack of workers

  • Reunify fragmented NP

  • Apartheid facing significant criticism

  • Problems at home/war

REASON 3 - CULTURE OF CORRUPTION:

  • Army problems

  • Conscription problems

  • Militarism increasing

  • Shortfall in recruitment

REASON 4 - COST OF DEFENCE:

  • Increase in GDP

STRUCTURAL REFORMS TO APARTHEID

ARMED FORCES RECRUITMENT:

  • Non-whites integrated into armed forces

  • Integrated forces seemed more tolerant

  • Non-racial actions

SOCIAL LAWS - PETTY APARTHEID:

  • Bus travel (desegregated (not on trains))
    Relaxation of travel for bantustans

  • Relaxation of nature of education for black communities

INFLUX CONTROL - RIEKERT COMMISSION: 

  • Africans qualified to live in areas should receive various types of preferential treatment

  • Half of a million of africans would qualify

  • Existing restrictions would be more rigorously enforced/extended
