Initially early tactics were decided in headquarters and then sent out to the front line however do the poor level of communciation over a long distance it was incredibly slow.
Tactics were still based in charges to the enemies position and new weapons made it difficult to remain in the open and gain land quickly which unfortunately lead to alot of casualties.
