• rising/continuing violence in townships (fear it could enter white areas)

• UDF united some anti-apartheid groups

EVENTS IN LATE 1989 AND EARLY 1990:

• De Klerk became president (recognised Botha’s failures in ‘new course’ speech)

• Commitment to move towards equal rights for all Africans

• Legalisation of ANC, PAC and SACP

• Release of Mandela and others

• End of state of emergency

• Start of transition to democracy

• Dismantling of some apparatus of apartheid
