• They used to have a policy saying "2 is enough" = you could only have 2 children 
• This decreased their population so they changed the rule to "3 or more" -1987
• This was not succesful 

Incentitives 

• £3,000 for 1-2 children 
• £6,000 for 3-4 children 
• Kids get savings account, 5 days a year of paid child care.
• mothers- 3 month leave 
• Fathers- 3 days leave 
• family-upgrades of flats.
