USA: Hurricane Sandy 2012

What makes a particular city (New York) in a developed country a risky location for a hurricane:

-The New York bight- a U shape that forms around the shallow waters of the Atlantic Ocean- this bought all the water up to the coast and when the bight received the water it got trapped there and spilled on land waves from this water pile up formed dangerous storm surges

-New York also has many underground systems that are easy to flood

-Along the coast of the city there are also many vital facilities
