- Muslim leage and Congress was faced with an immediate dilemma weather they should participate in the elections or not

- Not participating would mean they be consistant with their rejection of the congress

-But the election were going ahead anyway who know what the extremist group would achieve.

-A total boycott woulde would cut them off from the government.

-to participate might give them the oppertunity to work within the system to create change

-Both congress and muslim decided to take part

- Became the largest party in in Assam and North - West frontier province
