Bolsh had no gov experience
Gov officials on strike
State band- refused to release funds
Lenin didn't want to share power- soviet/ others
Solution 1
Aim- create gov free from All Russian soviet
Soviets had to pass 3 decrees whilst Bolsh held a majority
Compromise their principles to keep hold of power
Lenin- chairman of Sovnarkom ( equivalent to a PM)

Production decreased
Inflation & unemployment rising
Workers wanted more of a say on how factories should be run
Solution 2
Factory committees- right to control production , finance work places & `supervise'
management
Not direct management to workers BUT workers thought it was

Peasants seizing land

Confiscated all private land & gave it to peasants
All land should be under gov control
