In the 1963 it's kind of difficult to tell who "he" is referring to. As far as I can make out, there were no general strikes in the US in 63, so the first "he" is most likely Diem. The second "he" however is definitely JFK :)  

also on the my lai massacre committed in 68, charlie company reported that only 22 civilians were killed in the search and destroy mission but the actual estimate suggests that almost all the people killed were just villagers as only 3 guns were retrieved in the entire village.
