      • for public to approve Baldwin (had won under Bonar Law)
      • Tackle unemployment by (up) duties on imported goods, could've been done under 1921 'safeguarding of industries' but lab&lib against, cons divided. Approval.
    • Free Trade
      • Lab&lib - keeping imports cheap to help workers and home market. Immoral? to restrict world trade for industry, had links with international peace
      • Cons - vital to protect industry with falling exports & comp. Strengthen links with Empire, agree British goods = success
    • Results
      • Cons biggest part, but Lib and Lab could bring them down
      • Despite nationalisation plans in 1918, lab leader MacDonald didn't want to implement it. links with libs = coalition
    • Legacy
      • 1st time Lab in office
      • libs brought labs down - in 1924 election, public did not want libs to be power broking
      • Labs now real alternative to cons, libs irrelevant
      • Old (FT) & new (up Lab)
