- The USSR wanted Poland as part of its buffer zone, and so wanted the pro-Soviet Lublin Committee in charge
- Churchill feared the Lublin would exclude the democratic Polish officials in London
- It was agreed to enlarge the gov and hold free elections. However, there was no guarantee that Stalin would allow this
- Germany
- Stalin wanted to take heavy reparations but the West knew this wouldn't be a good idea
- Four-power control was agreed (Britain made sure France was included in case the USA left Europe)
- The United Nations
- Stalin wanted greater representation by individual nations as he feared it would become anti-communist

- New president Truman was way more suspicious of the USSR's ambitions
- New PM Attlee and foreign secretary Bevin was more hostile to communism
- USA had cut of the Lend-Lease Scheme to the USSR
- It was clear Stalin would not allow free elections in Poland after the arrest of 16 non-communist politicians
- The USSR was already aware of the atomic bomb when Truman tried to use it to gain the upper hand

- There would be an Allied Control Commission made up of military commanders over the four zones of occupation
- However, the Soviets insisted on full control of their zone
- Reparation policies were very different in each zone
