    • The Ashbourne Purchase Act 1885
      • Provided £5 million for loans for tenants to buy their holdings

      • October 1886- 'Plan of Campaign' launched to refuse unfair rents
        • Although, this only happened on 203 estates, mostly with debt-ridden or struggling landlords

      • Extended Rent Arbitration Scheme
        • But, also used more force to stop Land League
          • September 1887- Royal Irish Constabulary (RIC) opened fire on a demonstrating crowd in County Cork, killing 3 and wonding many
