      • even though the changes did cause positive impacts
        • 31,000 new jobs
        • 20,000 new homes
      • the changes did cause conflict as the residents were forced to leave
        • they were emotionally attached to that place
          • long period of time many had spent living there
        • in this situation the residents felt their views were not considered by the council
          • they did attempt to through the JRSG.
        • after considering the evidence discussed the statement is true for the situation that occurred in the carpenters estate
