        • Poor living conditions, increased literacy, revolutionary ideas spread to lead a strike
  • Political Duma
    • He closed the 1st & 2nd Duma in 1906 &1907.
      • Changed franchise to only allow conservative voters.
        • Duma was only a consultitive parliament so it was not a genuine reform
