Institutions and organisations which play a part in development.

That they should be smaller, tnc's should have a growing role and states should have a fading role, tw states are corrupt and too involved in the market

State's limits its role when guiding and facilitating capitalism- by maintaing order, providing infrastructure and establishing a free market.

What is the third factor?
The state can be an obstacle to development- through corruption and spending aid on their rich lifestyles rather than on those who need it.
