Administrative Bodies

1. An Imperial Council of Ministers

  • Chosen from rich landowners that had responsibility to prepare legislation
  • It had 35-60 nobles
  • The Tsar didn't have to follow what they said
  • It survived till the 1905 revolution

2. A Committee of Ministers

  • 14 members in 1900
  • It was a collective department who combined an advisory with supervisory functions
  • Each minister ran own department e.g. finance, education or interior
  • Power to issue ministerial
