• following the 1848 revolutions, Austria had regained power - Metternich's fall, dealing with other country's revolts
• Prussia didn't like this
• in 1849 General Radowitz proposed a Prussian Union Plan that would oppose the Diet
• this plan..:
  - excluded Austria
  - make King of Prussia, the Emperor
  - had a strong centralised government
  - Austria, however, would still slightly be involved through a 'special relationship'
