Singapore used to have issues with housing. As a small country, they do not have a lot of land, thus land there is very expensive. Many were homeless and living in poverty. To solve this, the government build government subsidized apartment housing. This meant that people can have a house to live in and pay them in installments at a cheaper price. This installments are usually taken out directly in form of their income taxes. If they eventually pay it off as they work, they can finally own the apartment for themselves
