Ligaments hold bones to bones and stretch to allow you to bend
How we bend our arms:
Tendons hold muscles to bones and do not stretch
When you bend your arm your biceps contract to half the size of your arm to allow your arm to bend. At the same time your triceps relax to stop your arm from breaking. When you don't bend your arm your triceps contract and your biceps relax.
