Saxons and Vikings invaded England when the Roman's left.

Saxons arrived in smaller tribes and settled where they found approporiate land. They grew into small Kingdoms, which eventually became larger Kingdoms.

Each Kingdom had one leader or ruler, which helped to keep control through a system of loyalty. This was rewarded with gifts of money, land or power.
