Kaiser Wilhelm believed in militarism, the idea that a country should have strong armed forces. 

The Bunderstrat consulted with the Kaiser over new laws. 

The Reichstag voted on laws the Kaiser and Bunderstrat had issued. 

There was a wealth gap in Germany because indusrry was high but workers were paid low amounts and worked in poor conditions. The owners of these factories were rich. 

Workers therefore voted for the SPD, who believed in socialism (money and wealth being shared equally).
