- Controls can be ineffective - Under the Negative Resolutions Procedure, the legislation automatically becomeslaw if not MP objects within 40 days. Often MPs don't have time to check what legislation is proposed and are therefore unaware of it.
The courts can investigate legilations under the Judicial Review Procedure but few can afford the costs of the review, nor accept the time that a review would take.
