• Order and Authority-Main purpose of the state is to provide order, discipline and authority. Thomas Hobbes, without order there can be no liberty 
• Organic Origins- Argue states emerge organically without a contract or purpose, should be pracitical and respond pragmatically to needs 
• A ruling class- Argue state should be hierarchical, reflecting an elitist society, a ruling class that is hereditary not democratic
