WAS HOOVER TO BLAME?

YES

Mistakes: The Smoot Hawley Tariff, The Bonus Army - overconfidence.

Too litte too late! Said people weren't working hard enough and resused the gov to give direct aid to the poor and unemployed. An 'Us and Them' divide

NO

Was the worse economic crisis in history; "the most innocent bystander in history".

Public opinion against him: Hoovervilles etc ; Republican dominated Congress: laissez-faire

Persuaded states to support programmes instead! Cut own and state officials wages by 20%

Some effort made: RFC, Emergency Relief & Constructing Act
