Advantages

  • Education Minister, Keith Joseph, started this process by merging the old Certificate of Secondary Education and O-Level into one GCSE. Kenneth Baker built on his legacy, with the 1988 Education Act which introduced a National Curriculum, compulsory for all schools but some private schools. There would be new methods of assessment at several 'Key Stages' and exams would form the basis of league tables which aimed to empower parents to choose better schools for their children and drive up educational standards.
  • The 1988 Education Act also allowed some schools to become grant-maintained, directly funded by central government. This increased the independence of 1,200 schools as head teachers and governors could now control budgets rather than LEAs

Disadvantages

  • House prices in catchment areas subsequently increased and poorer families were priced out. Better schools were oversubscribed = greater inequality in education
  • The introduction of a compulsory National Curriculum represented increased central government intervention

Evaluation

- Thatcher wanted to drive up educational standards and deliver more value for money- She felt that LEAs and the teaching profession were hostile to measures that fulfilled these aims- She believed education had become 'child-centred' and 'soft' rather than providing measurable academic success
