- The Instrument was drafted by John Lambert with the support of army officers
- The failure of the Barebone's meant there was a rush to set up a new gov. before anarchy broke out
- They believed this could form the basis for a new constitution
- The Protecteor
- He was to hold the position for a lifetime and his successor would be chosen by the council
- He could appoint magistrates, and give out honours/ pardons
- He was guaranteed a sufficient income to pay for the military and gov expenses
- Gov had to be asked if more was needed
- He had to accept the advice of the council and he couldn't chose his councillors

- Consisted of the Protector, seven army officer, and eight civilians who were appointed for life
- It gave advice to the Protector
- Until parliament met, they would govern and issue ordinances
- It was helped by parliament-appointed officials who run the admisitration

- One chamber of 430 MPs
- Catholics and Royalists could not sit as MPs or vote
- Votes had to have £200 per annum in property and MPs had to be godly men
- They were to draw up bills and the Protector had twenty days to give permission
- If it was not given, the bill could still pass if proven not to oppose the instrument
- They had to be called every three years and sit for at least five months
- Parliament had not say in the army, finances, or the Church
- Religion
- Contained provisions for preaching and guidelines for worship and beliefs
- Cromwell put out two ordinances (Triers and Ejectors) to approved cardiants for preaching and to remove those deemed unworthy
