    • Governance- the way in which common affair are managed
      • Administrative
        • The implementation of policies, such as building regulations, efficiency of emergency services
          • E.g. effects of corruption evident in 2008 Sichuan, poorly constructed buildings led to thousands of deaths
            • E.g. 5335 school children killed from collapsing buildings
          • China has tough national building codes, but local corruption meant they weren't enforced
      • Political
        • Decision making linking to disaster management e.g. existence of building codes, quality of infrastructure
      • Economic
        • Decision making that influences a country's economy
      • Levels of corruption impact how effective governance is e.g. Haiti
      • Government are important at all stages of hazard management
        • 1. Mitigaton- land-use planning, enforcing building codes, building infrastructure
        • 2. Preparedness-early warning systems, education, drills, buying supplies
        • 3. Response- ensuring aid is used correctly, providing emergency services/supplies
        • 4. Recovery- both short and long term. Gov should be helping country to recover + get back to normal!
      • Both national and local gov are important here, local knows whats best for each community, national has authority to implement bigger measures
    • Geographical factors
      • Population density
        • High population density means more low quality housing
        • Densely populated areas may be difficult to evacuate
      • Isolation/accessibility
        • Impacts how quickly help can arrive
          • Rural areas have poor transport routes
      • Urbanisation
        • Rapid urbanisation creates need for more housing, most of which is built quickly + poorly
        • High death tolls due to high concentration of people at risk
          • But they do have more assets e.g. hospitals, which can reduce resilience
