- 3. Response- ensuring aid is used correctly, providing emergency services/supplies
- 4. Recovery- both short and long term. Gov should be helping country to recover + get back to normal!

- High death tolls due to high concentration of people at risk
- But they do have more assets e.g. hospitals, which can reduce resilience
