- Financial & Economic Policies and Problems (PII)
- Impact of war
- France at war from 1803-14, the only opponent N was unable to defeat was Britain; as they controlled the seas (Battle of Trafalgar 05)
- The British fleet were able to blockade French ports. This led to a decline in the seaport economy linked to Bourdeux and Nantes
- France at war from 1803-14, the only opponent N was unable to defeat was Britain; as they controlled the seas (Battle of Trafalgar 05)
- The Continental System
- Designed by N as an economic attack on Britain. Announced in the Berlin decrees in Nov 06 and extended into 07 by the Milan decrees.
- The decrees forbade any trade with Britain by France or their satellite states. N hoped this would damage their economy and industries whilst they would still import goods with cash payments. This would effectively stop the British participation in war.
- French Effect
- Decline in seaport economy included trade and industries such as ship building and rope making. Other French industries that relied on export markets suffered.
- However, in central and Eastern FR trade routes along the Rhine and across the Alps opened new markets in the Empire and bordering territories.
- British Effect
- Lack of FR sea power hampered the system's effectiveness. In 09 a twin-pronged policy, N improved efforts to seize and destroy smuggled goods and at the same time started to licence some trade with Britain (grain and wine)
- Historians differ on how badly BR were effected; some say it was very little (with new markets developing in North & South America) Others suggest in 11 Britiain's trade with the continent fell by 50%.
- British attempts to counter-blockade France was one of the causes of the Anglo-American War on 1812.
- Europe Effect
- The system created tensions between N and states within his Empire as well as those outside. E.g. Portugal's refusal to take part led to the Peninsular War in 08. Russia's withdrawal percipitated N's invasion in 12.
- Designed by N as an economic attack on Britain. Announced in the Berlin decrees in Nov 06 and extended into 07 by the Milan decrees.
- Degree of Eco Change
- FR eco stood still between 1800-15. Growth in some areas was balanced by decline in others.
- N did leave a legacy of new canals and spent 277 mill francs on roads, inc the requirement that they be protected from the sun by planting trees along them.
