      • Voters rank candidates in order of preference... if no majority is won, surplus votes counted... seat is filled when threshold is met... eliminate bottom candidate & count their surplus votes... continue until seats are full
    • Regional Party List
      • Used in European Parliamentary elections
      • Can be open or closed ballot system, proportional
        • Open ballot = the voter knows who the candidates are
        • Closed ballot = the voter doesn't know who the candidates are
      • Voters pick preferred party, seats are equalivilant to votes... party picks candidate
