      • Governmental function - principle way govts formed - transfer power one govt to next
        • Formed from leading members majority party HOC
          • E.g 2017 election Conservatives (Theresa May) won over Labour (Jeremy Corbyn)
      • Representative function - link elected politician + constituents so views considered
        • Make govt accountable + removable
      • Legitimising function - provide mechanism citizens give consent to be governed
        • give govt authority + right to hold power & make laws
          • e.g conservative govt has power to make laws
    • Promoting political participation
      • Provide opportunity participate - join political parties - voting - become MP
      • Educate public - become more politically aware - listening manifestos etc
        • e.g election broadcasts
      • Hold govt to account - govt has weak or unpopular held accountable as voted for
        • e.g 2009 - BNP 2 seats European elections despite people seeing them as extremist
    • Criticisms of the doctrine of mandate
      • People don't vote rationally - people vote for opposition parties when disenchanted by current govt
        • people gave protest vote to BNP
      • Never complete agreement w/policies - vote for party doesn't mean complete agreement w/policies
        • e.g conservative party bring back fox hunting  + raised taxes after election
      • No way of forcing govt to carry out policies in manifesto
        • e.g Labour went to war w/Iraq after promising not to
      • Impossible for parties forsee emergency events - different policies may be needed in future (extreme pragmatism)
        • e.g first + second world wars & terrorist attacks
