        • E.g. Social insurance schemes were their measures.
      • Landtag elected by a 3 class suffrage system
      • Pursued a liberal policy
    • Reichstag & Parties
      • Discuss, amend, pass or reject govt legislation
      • Universal male suffrage system
        • Most walks of life were represented.
      • Parties were voted in.
    • The Army
      • Civilians admired military virtues and had great faith in the Army as an institution.
      • Fought and protected the people.
