Being a strong catholic, he was opposed to the idea of accepting Henry as the supreme head of the Church over the Pope. It went against his conscience and he wouldn't risk offending God.

Why did More have a good reputation?
Because he was a great scholar and had published 'Utopia' in 1516 and helped defend against Lutheran threats, helping Henry to write the 'Assertio Septum Sacramentorum' and prosecuted heretics.
