How risk managed?
regular earthquake drills, all modern buildings built to be earthquake proof, any old buildings have been retrofitted

Why 2011 aftershock have greater effect than 2010 earthquake?
2010 earhtquake at night, most people in bed, buildings are earhquake proof, although weakened, no collapse - no death. 2011 aftershock, middle of day- lots of people out, when already weakened buildings collaspsed more people were injured/killed
